HUMANITARIAN SOCIAL PARTNER ORGANIZATION (HSPO)
The Humanitarian Social Partner Organization(HSPO) is a national non-profit organization registered with the Ministry of Economy of Afghanistan under the license number 3676 of 2015. Our main office is located in Bamyan province, and we have an active presence in the provinces of Daykundi, Kabul, Faryab, Samangan, and Logar. HSPO aims to address factors that divide people by promoting inclusiveness, shared values, diversity, and interdependence. Marginalized communities are assisted irrespective of race, faith, color, age, sex, economic status, or political opinion.
HSPO has been active in the region for over a decade, fostering collaboration with the government, multilateral organizations, international professional networks, and a wide range of national, local, and international NGOs. HSPO has implemented numerous impactful projects across Afghanistan. Our organization is guided by a dedicated governing board and a diverse, skilled team that operates within a robust accountability framework. We prioritize strong, enduring relationships with communities and potential stakeholders to ensure sustainable and inclusive development.
In fact, the Humanitarian Social Partner Organization (HSPO) was established in 2004 under the legal certificate titled Protect Women and Children of Afghanistan (Please visit the Washington Post report1, when we were active under the name of PWCA). HSPO focuses on several key thematic areas, including education improvement, healthcare, livelihoods, WASH (Water, Sanitation, and Hygiene), social services, law and human rights, civil society support, and democracy. In 2015, the board of directors decided to rename the organization from Protect Women and Children of Afghanistan (PWCA) to Humanitarian Social Partner Organization (HSPO) to reflect its broader mission and expanded scope.
To enhance and extend our commitment to promoting quality and accountability in humanitarian response, HSPO actively participates in the Food Security and Agriculture Cluster, Education Cluster, Protection Cluster, and CV-Working Group. Through these platforms, we represent field realities and share critical updates to inform coordinated responses. Additionally, we engage in advocacy and lobbying efforts to create an enabling environment for NGOs to operate effectively in Afghanistan’s current context. Our long-term presence and well-established partnerships with governmental and non-governmental organizations have strengthened our ability to advance confidently and achieve sustainable impact.

Our goal is to foster a peaceful and democratic society in Afghanistan where people respect each other’s cultures and religions. We strive for greater social, economic, and cultural equality for men and women, both now and in future generations. We aim to empower individuals to freely utilize their talents and skills while fostering collaboration between the government, citizens, and community organizations to combat poverty and injustice. Our overarching vision is to replace the culture of violence with a culture of learning and peace. The Humanitarian Social Partner Organization (HSPO) is dedicated to assisting marginalized and disadvantaged communities by providing them with suitable opportunities. Our core objectives include addressing the cultural and social needs of deprived families, raising awareness about factors leading to violence, promoting financial independence for illiterate women, and fostering a culture of acceptance and harmony among society members.
PROGRAM FOCUS
We are committed to investing in people’s empowerment by building their capacities in every possible way. This includes ensuring quality education for all children, modernizing the agricultural system, improving healthcare standards, supporting civil society, encouraging individuals to raise their voices and assert their rights, and holding duty-bearers accountable through transparency. We recognize that collective action is essential for change. People must support one another and engage in joint lobbying and advocacy efforts with government leaders to ensure accountability.
